Estonian E-Invoicing Compliance

E-invoicing to Estonian public bodies is mandatory: all suppliers have had to issue e-invoices for B2G transactions since 1 July 2019. From 1 July 2025, an amendment to the Accounting Act gives any business registered in the Commercial Register as an e-invoice recipient the right to require its supplier to send a structured e-invoice — a right-to-request, not a general B2B clearance mandate. By default these e-invoices follow the European standard (EN 16931) unless the parties agree otherwise; the legacy Estonian standard (EVS 923:2014) is still permitted. Estonia plans a fuller B2B obligation in 2027, but this is not yet law. Cauri keeps you ready:

Is e-invoicing mandatory in Estonia?

For the public sector (B2G), yes — all suppliers must issue e-invoices to Estonian public bodies, in force since 1 July 2019. For B2B there is no general mandate, but from 1 July 2025 a business registered in the Commercial Register as an e-invoice recipient can require its supplier to send a structured EN 16931 e-invoice. A fuller B2B obligation is planned for 2027 but is not yet law. Please confirm your own obligations.

What formats and network does Estonia use?

Estonia uses the EN 16931 European standard (the default from 1 July 2025) and the legacy Estonian e-invoice standard EVS 923:2014, exchanged over PEPPOL and operator networks (with RIK offering a free tool). How does KMKR / registry-code validation work?
